Now enterprises are involved in a thrilling tug-of-war: although they want the rapid capabilities of AI agents they are reluctant to use them on their most delicate data. We want to achieve efficiency but we are afraid of the disturbance it might cause.
AI assistants are good at answering questions, but they cannot see your company’s data on their own; for businesses using Oracle, the Oracle MCP server is the perfect and reliable solution.
MCP, which stands for Model Context Protocol, is an open-standard method that enables AI tools such as Claude, GitHub Copilot, and ChatGPT to connect to business systems in a consistent and controlled manner. They will work for you as you command, in this way you get to speed up your operations, make faster decisions keeping everything in control.
By using this standard, an Oracle Database MCP server helps you connect AI agents to Oracle Database so that they are able to query the data, carry out approved operations, and respond to questions in plain English, without your team having to write SQL for each request.
This article explains what an MCP server is, how it is different from an API, the official Oracle choices, some real-world examples of its use, and also how to secure it.
So, letβs begin with learning.
What constitutes an MCP server?
An MCP server is a guarded highway that lets AI assistants safely navigate a business system. Anthropic in late 2024 came up with this idea for the very first time; for better understanding we can think of Model Context Protocol like a universal plug between AI and company software. After realizing its growing value, most major AI tools are now happily supporting it.
The MCP server instructs the AI which tools it may use, such as “list tables” or “run a query,” and those tools are then called upon by the AI whenever it needs any information. But to make it safe to work with, it can only use tools pre-approved by the company. Now, let’s answer the next question that might be circling in your mind.
Is it possible to connect MCP with a database?
Yes, and it is one of the most common use cases. An MCP server for database access, sometimes called an MCP data server, holds the connection and credentials and lets the AI work with the database only through approved tools. The AI never sees your password, so your credentials stay hidden. You might think of this as training an AI model on your data, but it isn’t. It’s more like giving the AI a secure, live connection to your company data: it looks up information when someone asks, and the model itself stays unchanged.
MCP vs API: What’s the difference?
APIs are designed primarily for developer use. Through which each application is programmed to call specific endpoints; for instance, an app might call an orders API to retrieve order 213. Every new connection made between apps and systems requires custom code; this makes integrations repetitive.
MCP is built for AI assistants and agents. Instead of being hard-coded, the AI discovers which tools are available and decides when to use them. Ask “Which orders are late?” and the AI picks the right tool on its own. Because MCP is a shared standard, a single MCP server works with any MCP-compatible AI tool.
Regarding MCP vs APIs, MCP does not replace APIs. Many MCP servers are built on existing APIs, and MCP just makes them usable by AI.
Does Oracle Database have an MCP server?
Yes. Oracle provides us with three official ways to connect AI agents to Oracle AI Database:
SQLcl MCP Server:Β Built into Oracle’s free SQLcl command-line tool, best for developers, DBAs and anyone exploring a database locally since it runs on your own machine.
OCI Database Tools MCP Server:Β A managed, serverless service on Oracle Cloud Infrastructure, secured with OCI IAM. It’s designed for cloud databases and for business users who need governed access without installing anything.
ORDS MCP endpoint: Oracle REST Data Services now includes an HTTPS/mcp endpoint, so it can act as a remote MCP server. It uses your own identity provider for sign-in, which suits enterprise deployments.
The OCI option is what most people mean by the Oracle Cloud MCP server or OCI MCP server. It works with Oracle databases on OCI and on Oracle’s database services in Azure, AWS, and Google Cloud. Oracle also publishes open-source MCP servers for MySQL and other OCI services on GitHub.
For Oracle APEX teams, the ORDS option is worth noting: APEX already runs on ORDS, so part of the Oracle APEX MCP foundation may already be in place.
How the SQLcl MCP server works
Free SQLcl MCP server is the quickest way to start. It’s built into Oracle SQLcl from version 25.2, released in July 2025, works with Oracle Database 19c and later on-premises or in the cloud.
Setting it up takes four steps:
- Download SQLcl (version 25.2 or later) and install Java 17 or later.
- Save a database connection in SQLcl, including its password, using a low-privilege database user.
- Start SQLcl in MCP mode with the command sql -mcp.
- Register it in your AI client. Oracle’s SQL Developer extension for VS Code registers it automatically for GitHub Copilot, and Claude Desktop, Claude Code, Cline and other MCP clients can be configured to use it.
Once connected, the AI gets a small set of tools: list saved connections, connect, disconnect, run SQL and PL/SQL, and run SQLcl commands. Oracle adds new tools in regular updates.
Oracle MCP server use cases
Common MCP server use cases with Oracle Database include:
- Plain-English reporting: “What were sales by region last quarter?”
- Faster development: AI coding assistants that understand your real schema while writing SQL and PL/SQL.
- Database exploration: New team members can ask what each table holds and how tables connect.
- DBA support: Checking sessions, performance or data quality with simple prompts.
- Data tasks: Loading and transforming data through approved steps.
Oracle MCP server security
MCP server security comes down to two things: limiting what the AI can reach and recording what it does.
- Least privilege: Connect with a database user that has only the access it needs. Oracle recommends this explicitly.
- Read-only first: Start pilots with read-only access, and allow changes only where they’re needed.
- Visibility: SQLcl MCP server labels its database sessions, so DBAs can see exactly what AI is doing. Turn on auditing for a full record.
- Central control: For an enterprise MCP server setup, use OCI Database Tools (OCI IAM) or ORDS (your identity provider) instead of credentials on individual laptops.
- Human approval: For deletions or bulk updates.
Off-the-shelf or custom MCP server?
It is good to start with Oracle’s official options. The SQLcl MCP server is free, and Oracle supports it under your existing database support license.
Use a custom server when you need business-specific tools, such as “approve invoice” or when AI must work across Oracle APEX apps and other systems at once. If you want to build an MCP server like that, plan for proper design, security and testing. MCP server development cost depends on the number of tools and systems involved: one agency estimates 2 to 4 weeks for a basic server and 8 to 12 weeks for an enterprise one.

FAQs
Does Oracle DB have an MCP server?
Yes. Oracle offers the SQLcl MCP Server for local use, the OCI Database Tools MCP Server for managed cloud deployments, and an MCP endpoint in Oracle REST Data Services (ORDS).
Can MCP connect to a database?
Yes, it can. An MCP server holds the database connection and lets AI assistants query it through approved tools, without exposing credentials to the AI.
What is the Oracle Cloud MCP server?
It’s the OCI Database Tools MCP Server: a managed, serverless MCP service on Oracle Cloud Infrastructure that connects AI tools to Oracle databases, secured with OCI IAM.
What is an MCP data server?
An MCP server is one that gives AI assistants access to a data source, such as a database. This happens through a defined set of tools, like running queries or listing tables.
Is the Oracle MCP server free?
The SQLcl MCP Server is free and built into SQLcl. Check Oracle’s official pricing details for OCI services, and keep in mind that the AI tool you connect may have its own costs.
